UPDATED: Man Charged With 13th OWI After Freeway Crash
Wisconsin State Patrol spotted a vehicle that appeared to have been in an accident early Wednesday morning.
Editor's note: This article was updated at 6:45 p.m. Wednesday with more information about charges being filed.
A 50-year-old West Allis man was arrested for his 13th drunken driving offense early Wednesday morning on Interstate 94 just east of Moorland Road.
Kim F. Liebrecht was charged Wednesday in Waukesha County Circuit Court with his 13th operating while intoxicated offense. If convicted, he faces up to 7.5 years in prison. Liebrecht had a valid driver’s license at the time of his arrest. His last offense was in 2006 and his driver’s license was revoked for 3-1/2 years when he was also sentenced to 4-1/2 years in prison.
Liebrecht remains jailed in lieu of $100,000 bail.
According to the complaint:
The trooper was on westbound Interstate 94 in Brookfield when he spotted tire tracks in the snow leading up to a median barrier, which had been hit. A little farther down the freeway, the trooper saw a vehicle traveling at a slow speed, causing other drivers to take evasive action to avoid a crash.
The trooper pulled over the vehicle, which was driven by Liebrecht, who was traveling from Milwaukee to Waukesha. Liebrecht told the deputy when asked how much he had to drink, “not much.” Later, he admitted to having several drinks.
Liebrecht failed his field sobriety tests and had a .126 percent blood alcohol concentration.
Liebrecht previously was convicted of driving drunk on multiple occasions:
- 1989 – three offenses
- 1991 – two offenses
- 1993 – two offenses
- 1994 – one offense
- 1996 – two offenses
- 1999 – one offense
- 2006 – one offense

After a 4th drunk driving conviction a person CAN go to jail in Wisconsin for up to a year. After 12, one would assume the courts could put this menace behind bars for much longer. Since he was 7 incidents over his 4th, it would be interesting to know how much time he has already served. A 5th conviction can get you up to 6 years. How is he out of jail in the first place?

It seem at least once a week we are reminded about lax enforcement of Wisconsin's' drunk driving laws.
Apparently our outrage lasts as long as the candlelight vigils.

The police can only do their job up to the arrest. The rest is up to the attorneys and judge. Looks like someone is screwing up here far worse than the offender . Perhaps someone should start looking into this. Ya think?

From the look of that mug shot, 13 OWIs seems just about right.

When someone has a substance abuse problem, all the prison time in the world won't cure them of the problem. Until Wisconsin's legislators stop succumbing to the alcohol lobby, and get tough on repeat offenders, innocent people will be endangered by drunk drivers. Just remember, don't throw stones unless you, yourself, have NEVER gotten behind the wheel after having a drink!

The 90s were not a good decade for this guy but it seems like he almost got it figured out in the 2000s...I wonder what sent him back over the cliff? Time to figure it out dude, before you kill someone.
