$1M Bail Set for Waukesha Homicide Suspect Caught by Brookfield Police

A 20-year-old Waukesha man faces life in prison if convicted of a first-degree intentional homicide charge in the May 29 slaying of a convenience store clerk in Waukesha.

Billy J. Ingram, who remains jailed on $1 million bail, was charged with homicide Tuesday, as well as armed robbery, possession of a firearm and possession of marijuana.

The clerk, Nayyer Rana, 56, an immigrant from Pakistan raising his children in Waukesha, was shot three times and was pronounced dead at the scene. His body was discovered at 4:19 a.m. May 29 by a customer who stopped at the on East Broadway about twice a week.

Brookfield police officers investigating a Brookfield home invasion stopped Ingram walking along Bluemound Road less than 24 hours after the murder and after finding suspicious items, contacted Waukesha police for possible connect to Rana's death.

Ingram, who was on probation for a burglary conviction in Milwaukee County, was living with his cousin on Jackson Court in Waukesha. The criminal complaint alleges that Ingram used his cousin’s .40-caliber Smith & Wesson handgun to hold up the Petro Mart gas station May 29, where he shot and killed Rana while stealing $985, cigars, cigarettes and snacks.

The cousin had an alibi for the homicide as he was working May 29, the criminal complaint states.

The Waukesha Police Department did not have any suspects in the early homicide case until a break was made early May 30. Rana’s family had offered an award for information leading to the suspect’s arrest, but the lead came when the Brookfield Police Department was investigating a burglary in that community.

Early on the morning of May 30, Elm Grove police located a duffle bag and a backpack at a bus stop on Bluemound Road. The bags contained numerous packs of cigarettes, cigars and a laptop computer.

Less than a half-hour later, Brookfield police were searching for a suspect in a home invasion burglary when they saw Ingram at Bluemound and Sunnyslope Roads, court records state.

While questioning him, an Elm Grove officer approached and asked if he was missing some bags.

Ingram said one of the bags found at the bus stop was his, but he denied ownership of the second bag which contained Rana’s keys, unopened cigarettes and cigars, smoking pipes, the computer and $100.30 in cash, according to the affidavit.

Police said both bags had information linked to Ingram. Brookfield police were suspicious and contacted Waukesha police to share information.

Ingram, who had a warrant out for his arrest, by Brookfield police during a burglary investigation. Ingram had Rana’s cell phone on his person, as well as various currency that appeared to have blood stains, according to court records.

Police located a loaded handgun, ammunition and clothing that appeared to have blood stains on it at the Jackson Court residence, according to court records.
