OWI Charge Unfair, Says Man Pulled Over Less Than Block From Home

A 26-year-old Brookfield man with three prior drunken driving convictions was charged with his fourth after police saw him turn without using his signal near Capitol and Pilgrim, according to a criminal complaint.

A Brookfield man with three drunken driving convictions was charged with his fourth such offense after getting stopped less than a block from his home, charges allege.

Scott A. Skibosh, 26, was charged in Waukesha County Circuit Court Friday with one count of fourth offense operating while intoxicated within a five year period. If convicted, he faces up to six years in prison and $10,000 in fines.

At 1:37 a.m. Thursday, a Brookfield patrol officer saw a Chevrolet Impala nearly strike a construction barrel by overshooting the turn from Capitol Drive onto the Pilgrim Road ramp. The Impala then turned right at the top of the ramp without using a turn signal.

The officer followed the vehicle and noticed it had an improperly displayed rear license plate. He stopped the Impala, which was driven by Skibosh, near Midland Place and Glen Echo Drive.

Skibosh said he knew he was being pulled over because he didn’t use his turn signal and began to apologize saying he had too much to drink before driving, but said he was less than a block from his house. He was asked to get out of the car and perform field sobriety tests, but he initially refused saying “go ahead, put the cuffs on me.”

He eventually agreed to the tests, failed them and was placed under arrest for OWI and taken to the hospital for a blood alcohol test. On the way to the hospital he continued to say the officer was “ruining his life” and believed it was unfair because he was so close to home when he was arrested.

Skibosh previously was convicted of OWI in 2003, 2005 and 2009. He was freed on $5,000 bond while awaiting trial.
