Shorewood Man Charged with Selling Fake Hash

Suspect allegedly sold 60 pounds of fake drugs to informant for Waukesha County Metro Drug Unit in Brookfield and New Berlin.

A Shorewood man is facing charges for allegedly selling more than 60 pounds of fake hash to undercover Waukesha County Metro Drug Unit officers.

Roger J. Chapman, 68, was charged in Waukesha County Circuit Court Monday with three counts imitation of controlled substance. 

According to the criminal complaint, a police confidential informant in May arranged to purchase two pounds of hash for $1,200 in the parking lot of Brookfield Square mall. After making the transaction, officers did a field test, which tested positive for THC, the active ingredient in marijuana, however, a lab test later revealed the substance wasn’t hash.

On June 8, an informant made an arrangement to purchase 10 pounds of hash for $6,000 from Chapman, and again met him at Brookfield Square. After making the arranged purchase, a field test tested positive for THC, but a later lab test proved it to not be hash.

On Wednesday, the informant then agreed to purchase 50 pounds of hash from Chapman in the parking lot of a New Berlin restaurant. Chapman was arrested during the deal, the complaint states, and officers found 53 pounds of what appeared to be hash in his vehicle.

The complaint states Chapman told investigators he got the fake hash from a friend, who had told him there wasn’t anything illegal in it.

Chapman is scheduled to make his first appearance in court July 11.
